Add ReasonML boilerplate

After some toil, I finally support basic ReasonML starter code.

I'm adding it to the nut-score directory because I would like to make a simple
webpage that render some nutritional facts about nuts with respect to the
ketogenic diet.

I'm not sure if I should include or exclude te .bs.js files.

+I cloned most of this start boilerplate from
+github.com/BuckleScript/bucklescript by running the following:

+$ cp -R ./jscomp/bab/templates/react-hooks ~/briefcase/nut-score
+```

+## Installing
+
+```shell
+$ nix-shell
+$ yarn install
+```

+## Developing
+
+In one shell run:
+

+$ nix-shell
+$ yarn server
+```

+In another shell run:
+
+```shell
+$ nix-shell
+$ yarn start
+```
+
+Now open a web browser and visit `localhost:8000`.
