chore(users/flokli/nixos-tvix-cache): switch to Mimir

VictoriaMetrics doesn't seem to "normalize" timeseries and label names,
which causes breakage in Grafana Dashboards querying label values.

Reported in VictoriaMetrics/VictoriaMetrics#7744.
