fix(tvix/eval): handle builtins.split matching the empty string

This prevents the following statements from looping endlessly:

```
builtins.split "(.*)" ""
builtins.split "([abc]*)" "abc"
builtins.split "(.*)" "abc"
builtins.split ".*" ""
```

Cover these (and some more examples) in the test suite.
