Fix 2 dock-related issues

* exwm-floating.el (exwm-floating--set-floating): Add a workaround to
prevent accidental move of Emacs frame when struts are set.

* exwm-workspace.el (exwm-workspace--update-workareas): Make legacy
docks working.
