Vincent Ambo c88fae5277 chore: remove whitby configuration 
Removes whitby DNS records and other related configuration that is no longer
required now that whitby is gone.

whitby served us well. RIP.

This resolves b/433.

This folder contains the dynamic configuration for our Buildkite CI setup.

The configuration is built and dynamically loaded by Buildkite at the start of each CI pipeline.
