sterni 9f22b4f1c8 docs(ops/pipelines/depot): correct comment about fallback build cmd 
We can gcroot the derivation files and drop this step, but have
elected not to do so for the moment, see cl/3436.

This folder contains the dynamic configuration for our Buildkite CI setup.

The configuration is built and dynamically loaded by Buildkite at the start of each CI pipeline.
